Resumo
O reconhecimento da criança e do adolescente como sujeitos de direito é um resultado de um longo processo histórico. A Doutrina de Proteção Integral traduz a compreensão de direitos devidos à população infantojuvenil brasileira. Nesse sentido, o presente trabalho tem como objetivo analisar os resultados alcançados com o Serviço de proteção social básica no Município de Coqueiro Baixo/RS no ano de 2018 pelo Centro de Referência da Assistência Social. Para tanto, a pesquisa bibliográfica será qualitativa, desenvolvida através do método de abordagem hipotético-dedutivo, correspondendo à extração discursiva do conhecimento a partir
de premissas gerais aplicáveis a hipóteses concretas, a fim de analisar as políticas públicas de atendimento a criança e ao adolescente do município de Coqueiro Baixo/RS. Também será quantitativa por apresentar dados quantitativos apenas para ilustrar os questionamentos referentes à quantidade de atendimentos, bem como a faixa etária das crianças e dos adolescentes que participaram das atividades ofertadas pelo CRAS do município. Desse modo, o primeiro capítulo contextualiza o tema através de uma análise sobre os direitos da criança e do adolescente em face da teoria proteção integral trazida pelo ECA, assim como, pela apresentação da constitucionalização dos direitos da criança e do adolescente e os princípios constitucionais. O segundo capítulo se dedica às políticas públicas para efetivação dos direitos e garantias fundamentais da criança e do adolescente, bem como trata da interface do Estatuto da Criança e do Adolescente com as políticas públicas. Já o terceiro capítulo, firma-se na análise dos Serviços de Convivência e Fortalecimento
de Vínculos para crianças e adolescentes no município de Coqueiro Baixo/RS. O estudo ainda demonstra os objetivos alcançados com o serviço de proteção social básica no referido município no ano de 2018. Por fim, concluiu-se que o município de Coqueiro Baixo/RS tem colocado a criança e o adolescente como prioridade em suas atividades sociais e que o trabalho realizado pelo CRAS por meio dos SCFV mostrou resultados relevantes. Observou-se a necessidade do Estado investir em políticas públicas de prevenção e proteção à infância e à juventude e que a sociedade seja mais participativa e valorize os trabalhos em prol da proteção social de crianças e adolescentes.
The recognition of children and adolescents as subjects of law is a result of a long historical process. The Doctrine of Integral Protection reflects the understanding of rights due to the Brazilian youth population. In this sense, the present work aims to analyze the results achieved with the Basic Social Protection Project in Coqueiro Baixo - RS in 2018 by the Social Assistance Reference Center. To this end, the bibliographic research will be qualitative, developed through the hypothetical-deductive approach method, corresponding to the discursive extraction of knowledge from general premises applicable to concrete hypotheses, in order to analyze the public policies of care for children and adolescents. municipality of Coqueiro Baixo - RS. It will also be quantitative because it presents quantitative data only to illustrate the questions regarding the amount of care, as well as the age range of children and adolescents who participated in the activities offered by the municipality's CRAS. Thus, the first chapter contextualizes the theme through an analysis of the rights of the child and adolescent in the face of the integral protection theory brought by the ECA, as well as the presentation of the constitutionalization of child and adolescent rights and the constitutional principles. The second chapter is dedicated to public policies for the realization of fundamental rights and guarantees of children and adolescents, as well as the interface of the Statute of Children and Adolescents with public policies. The third chapter is based on the analysis of the Coexistence and Strengthening Services for children and adolescents in the municipality of Coqueiro Baixo / RS. The study also demonstrates the objectives achieved with the basic social protection project in the referred municipality in 2018. Finally, it was concluded that the municipality of Coqueiro Baixo - RS has placed children and adolescents as a priority in their social activities. that the work done by CRAS through the SCFV showed relevant results. It was also noted the need for the state to invest in public policies for the prevention and protection of children and youth and for society to be more participative and to value the work in favor of social protection for children and adolescents.
