Resumo
A ditadura militar não terminou. Passados mais de 50 anos do golpe, o país ainda carrega consigo os conceitos utilizados na época até os dias de hoje. O relatório final da Comissão Nacional da Verdade foi um grande avanço nesse sentido, pois trouxe luz a um período obscuro da história brasileira. Além disso, ele prevê a preservação das memórias das graves violações dos direitos humanos e da luta pelo Estado Democrático de Direito. Dessa forma, propõe-se um espaço que reúna as memórias nacionais e sirva como estimulador da mudança. A partir do conhecimento sobre o passado, a proposta para o Memorial Nacional pela Justiça, Verdade e Direitos Humanos em Porto Alegre simboliza um marco da memória política do país e das vítimas que sucumbiram na ditadura militar. Através da arquitetura combinada com o paisagismo, ele deverá possibilitar o conhecimento do passado e olhar para o futuro. O objetivo é fazer do memorial um lugar voltado à valorização da democracia, da cultura e dos direitos humanos, que promova a reflexão e o exercício da cidadania. Ele terá caráter público e sua abrangência será nacional, sendo idealizado com o apoio direto do Ministério da Cultura e seus órgãos vinculados (através do Ibram – Instituto Brasileiro de Museus), financiado com recursos do Orçamento Geral da União (OGU) através Lei Rouanet (Lei 8.313/91) e Renúncia Fiscal por meio da Lei 8.313/91.
The military dictatorship is not over. After more than 50 years of the coup, the country still carries with it the concepts used at the time to this day. The final report of the National Truth Commission was a great step forward in this regard, as it brought light to an obscure period in Brazilian history. In addition, it provides for the preservation of memories of serious violations of human rights and the struggle for the Democratic State of Law. In this way, a space is proposed that brings together the national memories and serves as a stimulator of change. From the knowledge about the past, the proposal for the National Memorial for Justice, Truth and Human Rights in Porto Alegre symbolizes a milestone in the political memory of the country and the victims who succumbed to the military dictatorship. Through the architecture combined with the landscaping, enable the knowledge of the past to look to the future.
