Abstract
A presente monografia está fundamentada na Teoria Construtivista das Relações Internacionais de Alexander Wendt e tem como objetivo central examinar a política externa do governo Lula 3.0 em relação ao conflito russo-ucraniano, por meio da análise dos contextos históricos, políticos e sociais dos países envolvidos e das suas inter-relações. A pesquisa também aborda a retomada do protagonismo histórico do Brasil em temas relevantes da diplomacia internacional. O país adota uma posição de neutralidade no conflito, buscando consolidar-se como mediador nas negociações de um futuro cessar-fogo e promover a paz no Leste Europeu. Paralelamente, o Brasil condena tanto o prolongamento do conflito pelas potências ocidentais, que visa ao aniquilamento militar da Rússia, quanto a invasão da Ucrânia, em respeito à soberania estatal.
This monograph is grounded in Alexander Wendt's Constructivist Theory of International Relations and aims to examine the foreign policy of the Lula 3.0 administration in relation to the Russo-Ukrainian conflict by analyzing the historical, political, and social contexts of the countries involved and their interrelations. The research also explores Brazil's renewed historical role in significant issues within international diplomacy. Brazil has maintained a position of neutrality in the conflict, seeking to establish itself as a mediator in future ceasefire negotiations and to promote peace in Eastern Europe. At the same time, Brazil condemns both the prolongation of the conflict by Western powers, which seeks to weaken Russia militarily, and the invasion of Ukraine, in respect of state sovereignty.
