Esse trabalho objetivou analisar a imigração haitiana para o Brasil sob a perspectiva da segurança humana, dando enfoque ao debate sobre a proteção do imigrante no acesso a direitos básicos. Levou-se em consideração, nesse sentido, o aporte teórico em torno do conceito de Segurança Humana utilizado nas Relações Internacionais, desenvolvido no contexto dos anos 1990 como evolução dos Estudos de Segurança Internacional. A metodologia empregada nesta pesquisa foi de caráter qualitativo com uma abordagem exploratória. O procedimento de pesquisa adotado foi o levantamento bibliográfico, desenvolvido em três etapas: identificação da obra, caracterização e análise das contribuições. Os resultados indicam a construção de um estigma sobre o imigrante haitiano, provavelmente construída sob uma perspectiva étnico-racial que gera resistência à integração dessas pessoas à sociedade brasileira. Verifica-se também um forte apego à ideia de segurança nacional quanto se discutem políticas migratórias, dificultando o estabelecimento de um modelo de acesso a serviços básicos mais estruturado em nome da proteção da segurança pública. Pode-se concluir que existem muitas lacunas nas discussões em torno do processo migratório haitiano no Brasil e que, mesmo à luz da Segurança Humana, essas construções não são suficientes para darem suporte a esses migrantes
This work aimed to analyze Haitian immigration to Brazil from the human security perspective, focusing on the debate on immigrants' protection in accessing basic human rights. In this sense, the theoretical contribution surrounding the concept of Human Security used in International Relations, developed in the context of the 1990s as an evolution of International Security Studies, was taken into consideration. The methodology used in this research was qualitative with an exploratory approach. The research procedure adopted was a bibliographic survey, developed in three stages: identification of the work, characterization, and analysis of contributions. The results indicate the construction of a stigma on Haitian immigrants, probably constructed from an ethnic-racial perspective that generates resistance to the integration of these people into Brazilian society. There is also a strong attachment to the idea of national security when discussing migration policies, making it difficult to establish a more structured model of access to basic services in the name of protecting public security. We concluded that there are many gaps in the discussions surrounding the Haitian migration process in Brazil and that, even in the light of Human Security, these constructions are not adequate to support these migrants.
